The Town of Midland is looking to retain a consultant to design and produce construction drawings for the Eighth Street Reconstruction project in 2025 as well as carry out Contract Administration and Inspection duties during construction in 2026.


The design will include the replacement of the road surface and base, sidewalk, curb and gutter, sub drain, catch basins, water main and services, sanitary sewer and services as well as storm sewer on Eighth Street from Yonge Street to Hugel Avenue. The design will also include upgrades to the existing signalized intersection at Eighth Street and Hugel Avenue to upgrade and improve operation.


As part of this RFP, the consultant will need to identify and include all costs of all sub-consultants required to complete the design as outlined. During the design, a topographic survey will be required as well as a complete Geotechnical Investigation complete with but not limited to boreholes and soil analysis including chemical testing of the base material to determine suitable off and on site uses. The consultant will also be required to complete a detailed electrical/traffic signal design including coordination with Newmarket Tay Power. The consultant is required to fully specify the requirements for traffic controllers, pedestrian buttons, signals, timing, phasing, and any other requirements for the traffic signal upgrades.


As with all projects, the Town will be looking for the consultant to provide an economical design for the reconstruction of Eighth Street. Where possible the design of the road and underground services needs to be designed to current standards while keeping cost as a consideration. If there are assets within the existing roadway that are feasible to keep based on condition assessments and suitability with the new design, then these should be considered.


Contract Administration shall include the coordination of all work between the contractor, the Town, other consultants, property owners and any other regulatory authorities as well as full time inspection.
