Bill 23, known as More Homes Built Faster Act, 2022, amended the Ontario Heritage Act (OHA) to require that non-designated properties listed on a Municipal Heritage Register (MHR) as of January 1, 2023 be removed from same if not proceeding through a formal evaluation process as of January 1, 2025. Most recently, Bill 200, being the Homeowner Protection Act, 2024, extended the deadline for evaluating listed heritage properties to January 1, 2027. Town Council, upon consultation with its heritage committee, has directed staff to initiate the process to evaluate non-designated properties on the MHR to determine which properties, if any, have cultural heritage value and are appropriate for designation as per Section 29 of the OHA. To that end, the Town is seeking a qualified consultant to evaluate 10 properties on the Town’s MHR. The Town’s heritage committee has selected 15 listed properties from the MHR as candidates for evaluation (see Attachment 1 to this RFP). The successful bidder will evaluate the committee’s list of candidate properties and identify the properties with highest potential of meeting the criteria of having cultural heritage value or interest, as per O. Reg 9/06. Staff will review and approve the final list of properties to be evaluated. It is expected that the successfully bidder will conduct, at minimum, 10 evaluations.
