The Town of Midland is looking to retain a consultant to design and produce construction drawings for the East Pressure Zone water tower, booster pump station and watermains linking to these items in 2025 as well as carry out Contract Administration and Inspection during construction in 2026.

The East pressure zone has three storage facilities that include the Dominion standpipe, Everton tank and the Hanly tank. The Sunnyside and Lescaut pressure zones are direct pressure zones without floating storage therefore the storage requirement for these zones needs to be accounted for in the East Zone storage requirement calculations. 

The Town’s Water Master Plan update in August of 2021, assessed the existing system and concluded that the East Pressure Zone does not have sufficient storage capacity as well as low pressure in the area south of Little Lake on Highway 12 between King Street and County Road 93. A new tank and pump are proposed in the area of the existing wells 7A/7b located on the south side of Highway 12, west of Beamish Road. These projects are identified as projects 1A and 4A in the master plan.

The Town retained J.L. Richards to complete the final steps of the Class EA process (see report in attachments). The awarded consultant is to use the recommendations from the report to design the following:

• Approximately 550m of watermain from Beamish Road through a Town owned easement to the desired location of the water tower and booster pump station; 

• A new water tower (approximately 7.67ML) in the southwest corner of the 16984 Highway 12 Town owned property;

• The water tower is to include a booster pump station at the base to service the south west side of Town;

• Watermain from the Tower and booster pump station crossing Highway 12 at Sumac Lane;

• Watermain down the Highway 12 ROW to Brebeuf Road.

This project is being funded partially by the Provincial Government through the Housing Enabling Water Systems Fund Grant which has a construction completion date of March 2027. Bidders are herby notified that time is off the essence with this project.
