The Town of Midland (the “Town”) has a requirement for the supply of all labour, equipment, and materials necessary for the complete and satisfactory drilling, sampling, construction, development and testing of one (1) 203 millimetre (mm) (8-inch) x 305 mm (12-inch) diameter single-cased supply well to yield approximately fifteen (15) litres per second (L/s) (198 Imperial Gallons per Minutes (IGM)) of clear, sand-free water (the “Work”).
Well 15 is a 50 m deep groundwater supply well constructed in overburden in April 1985 with a 206 millimeter (mm) inside diameter steel casing to 40.37 metres (m) below ground surface (mbgs), and a 168 mm inside diameter, 0.76 mm (30-slot (0.03-inch)) wire wound stainless steel screen from 40.37 to 46.55 mbgs. A filter pack, composed of 0.61 to 0.80 mm (0.02 to 0.03 inch) diameter silica sand, was placed within the 305 mm diameter annulus from a depth of 35.0 mbgs to 50.0 mbgs. A submersible pump is installed within the well, with an intake depth of 42.0 mbgs based on the last well rehabilitation completed in 2019. Following the initial testing of the well it was determined that the safe yield was at least 15.0 L/sec (Groundwater Solutions Ltd., 1987).
A 50-mm monitoring well (MW 17683) is located approximately 21 m east of Well 15 and three multi-level monitoring wells (Hanly-Manly MW) are located approximately 91.5 m north of Well 15 (see Figure 2, Appendix A). The multi-level monitoring wells were constructed with 32-mm diameter steel pipes with pipe size screens set at depths of 30.25 to 30.97 (shallow), 40.34 to 41.06 (intermediate) and 51.79 to 52.51 (deep) mbgs (Groundwater Solutions Ltd., 1987). Well 15 is operated by the Town under Permit to Take Water (PTTW) No. 2406-AKPQ83 for the Midland water supply issued by the Ministry of Environment, Conservation and Parks (MECP) on May 3, 2017. The PTTW allows for a maximum taking rate of 912 litres per minute (1,309,200 litres per day).
Due to deteriorating well condition and the decreased yield observed during well rehabilitation and performance testing activities, the Town intends to construct a new well to replace Well 15 at the current site The contract for the work will be between the successful bidder (the “Contractor”) and the Town. The Contractor’s work will be observed by the Town’s Representative (the “Consultant”) who will observe and enforce the contract conditions.
