The Town of Midland is a lower-tier municipality within the County of Simcoe and located on the shores of Georgian Bay. The Town is comprised mostly as urban, with rural areas on the outer limits of the Town boundaries. The Town also sees a seasonal population of visitors and residents in the area and provides services to a broader population from the adjacent Town of Penetanguishene and the Townships of Tiny and Tay. In 2017 the Town completed a Service Delivery Review, which included a recommendation for a new parking system. In the summer of 2021, the Town had a soft launch of its new pay by plate parking system. Council identified some areas of improvement for the parking program which staff implemented, however Council established an Ad Hoc Committee to review the paid parking program and to provide Council with alternatives options for a paid parking program. The Committee met on several occasions and recommended to Council that a Parking Study be completed to review the existing and anticipated parking issues and leverage opportunities to enhance parking management system, which includes infrastructure, policies, and programs. which was supported. Having a well-planned and coordinated parking system is vital to the long-term fiscal health of the Town and ensures the continued viability of its small town character. Through effective management and planning for appropriate ways to connect the local developments, patrons and tourists, with downtown parking assets, this study further advances these goals. |
