The Town of Midland is seeking proposals from qualified individuals or consulting firms to provide professional services with respect to Winter Control Optimization. The project will review winter control operations related to municipal road, sidewalk, multi-use trail and parking lots and will recommend actionable items to improve efficiency and effectiveness of these municipal services.

This Winter Control Optimization project will focus on identifying current service levels, recommending desired service levels, developing key performance measures, resource (labour, equipment and inventory) needs, and service/unit costing for all winter control operations related to municipal road, sidewalk, multi-use trail and parking lots. Any recommended changes to service levels will also require a risk management assessment. The project will also explore the use of new technology and/or software to enhance Winter Control operations, with preference given to leveraging existing Town’s systems. 

The Town of Midland wishes to engage a professional consulting firm with: 

• A thorough knowledge and understanding of winter control operations in Ontario and best management practices for the industry; 

• Demonstrated project management skills; 

• Sufficient resources to meet the project timelines; 

• Demonstrated experience performing service reviews, employee engagement and consultation; and 

• Strong communication skills (written and verbal).
