The Town of Midland is issuing this Request for Quotes (RFQ) to seek qualified contractors to clean catch basins and sedimentation chambers. This initiative is a key component of our comprehensive Storm Management System maintenance program, aligned with the Consolidated Linear Infrastructure (CLI) guidance. Ensuring the efficiency and effectiveness of our stormwater infrastructure is essential for managing runoff, preventing flooding, and protecting water quality.

Over time, materials such as regular sediments, foreign debris, and sand used during the winter to reduce road salt usage accumulate in our stormwater systems. These materials can block catch basins and sedimentation chambers, causing inefficiencies and potential overflows and increasing the risk of these materials being carried into lakes and rivers, thus compromising the environment. Regular cleaning is crucial to maintain proper stormwater flow and safeguard the overall health of our environment.

We are standardizing the documentation of maintenance activities to comply with environmental regulations and municipal standards. We can more efficiently analyze and manage our stormwater infrastructure by updating our Geographic Information System (GIS) database with real-time data collected during the cleaning process. This data is essential for identifying high-priority areas, planning maintenance activities, and effectively implementing Low-Impact Development (LID) programs and projects.

By addressing the challenges of sediment accumulation and leveraging GIS technology for real-time data analysis, we aim to enhance the performance of our storm management system, protect natural water bodies, and support sustainable development initiatives.

We invite contractors to join us in this crucial endeavour to maintain and improve our stormwater infrastructure, ensuring a healthier environment for all.
